Am I missing something? What's wrong with the auction? I don't know of an Ebay policy that says you can't take payments in installments. I could be wrong though.
I don't remember the details because I've never used them but I have seen other ebay auctions that had "lay-a-way" arrangements. As far as I know it isn't against the rules.
I agree that offering a lay-a-way program is not in itself any violation of eBay policy. I have dealt with some very reputable eBay dealers that offer it, haven't used it, but it sounds like they are willing to work with credible buyers.

There are a lot bigger fish to fry... Reporting something like this is verging on pathetic in my opinion...
Who is to say the coin you think your getting (if raw) is not the same one you thought you bought? I don't like the idea of someone I don't know holding a coin for me. If it's my local coin dealer that is a different story. I think this kind of thing is problematic later on.
Here's a seller with 100% Pos over almost 2000 sells and he's being reported for offering layaway. Amazing. I'm glad he was able to sell it.
I understand that, but the time (increased) factor increases here and I think that is not to the buyers advantage. That's my point.
