Proof 1909 Barber Quarter - Grade?

    h.e.-pennypacker Gold and Silver!

    I’ve come to the conclusion that it is a proof, but I’d say 1/5 people have doubts. I’ve had about 20 serious collectors/or professional dealers look at it and everyone either says it’s an impaired proof or they are convinced by other dealers that it is a proof.
