An uncirculated coin can have contact marks from hitting other coins when coming off the press, or being put into bags for storage or shipment. As long as there is no wear from being put into pockets and coming in contact with body oils.
Very fine line, and it takes lots of seeing lots of coins to tell the difference.

Price is too high.. honestly...
Just for an example.. here is the one I bought last year and the auction results...
Honestly I think yours is closer to a 62 so NOT worth 130 or even 90..
and I'm finding quite a few slabbed ms63s in the 85 range.. You can do much better

 

A 1898 O Morgan in a MS63 TGP holder would typically sell today for $85-$90. I think this coin has too many hard hits to grade no higher than MS62. That would put the price down to to about $70 if it was sent to a TPG. The three hits I/F/O the neck, knife wounds on the cheek, and vampire bites on the neck would hold this poor gal down. That is why it is not graded by a TPG to begin with. The grading fees plus the price of the raw coin would make it impractical from a monetary stand point. IMO this exact coin, ungraded, as is, has a current market value of $65 tops. It is a nice coin at the wrong price. I would wait for a better coin and/or a better price.

usa coin book has this 1898-0 listed as MS60- $50.00 AND MS65- $201 THEY HAVE NOTHING LISTED AT MS63 OR MS64.

 

Dipped.

 

USA Coin book is not a "Price Guide" you ever want to be using... It is far out of date long before it leaves the printing press... and their website is no better...

 

A beautiful Morgan with few bag marks Great color. My guess would be MS63+ It's a true keeper! at the right price.

 

I’m at MS63 for this coin. I think it’s a solid 63. $90 is a reasonable price in my opinion but there are better looking 63s out there at that price point. This isn’t a rare coin, I’d pass and find a cleaner example.

 

I'm fortunate. My grandfather was a letter carrier during the depression and was getting regular paychecks. While on his route during that time, he had many customers selling Morgans. He didn't buy a lot, but the ones that he did buy are in great shape. He left his coin collection to my father. However, my father died before my grandfather, so my mother got them some how. My grandfather lived with my mother after my father passed. Anyway, when my mother died, my brother and I got a lot of cool coins, especially Morgans that are in great shape. My father, though, wasn't much for collecting coins. He bought several RAW Morgans from mail orders.
As far as buying the Morgan you referenced, I've seen a lot of them out there with a lot of bag marks selling for $25-$30. You just have to keep looking to find the ones that you want that are in far shape. Just be patient. There will be some cheap on ebay and other sources.

I have seen them a lot cheaper on Ebay but I'm afraid to buy from the folks who aren't RoundTable authorized dealers or have the "top rated plus" trusted seller ribbon. I always check the percentage of positive feedback but when it comes to Morgans, I'm afraid to take that leap of faith with some of them. I just can't afford to get ripped off...
