Corrosion. If you see a paint like substance, it will not be the first time the surface of a coin has been altered by a colored substance - including paint!
I cannot tell much untoward, looks like hornsilver was removed and that was what was left. Extremely common with ancient silver coins. I would have to see the coin in hand or better pic to say anything else.
