Looking like a proof to these tired eyes. Nice colors. Pr64 Brown (the reverse is a little cloudy with a smudge above the right wheat.)
Could be a proof. So, I'll go with PF 66BN based on the obverse that's assuming the reverse is nicer than it looks. I'm not too sure about what is going on with the reverse it could be due to the lighting when the picture was taken. There seems to be spotting on the reverse as well as a darker area on the upper right of the reverse. If that's the case than the grade would be much lower.
PF was my first thought. Why do some blue coppers get QC? Did it tone inside the proof packaging? Did they have that in 1939? As for the grade, while the photos are good, it's not crisp enough to tell. 65,66 seems right.
For whatever reason colorful Lincoln proofs from the 1936-42 era get no love from the grading companies. I would grade this 65BN (possibly even 66), but I would guess most grading companies would give a 64BN.
Grading proofs from pictures is a fool's errand, but I'll play. PR64. Color designation could be anything. PCI slabs are well known to turn coins pretty colors.
I'm head-over-heels in love with the strike doubling on the reverse. It's of the due-East to due-West type. The foreshortening is strictly longitudinal. You don't see this much. Not this profound, anyway. PR64.
