    1964 would be 90% Silver but with environmental toning damage on the surface.
    And the edge was altered.

    Looking at it better the lettering and design look mushy so it could also be a dryer coin. That would be a coin that somehow got caught between the drum and the wall of an industrial dryer.

    Either way it's not a mint error of any kind.
