    Mintmarks were no longer individually punched into master dies after about 1990, so cannot be an RPM.

    reflective doubling" or" "Microscopitis". Too darn close examining.;)

    What I am seeing is either Machine doubling or what is called flat field doubling. My understanding of flat field doubling is that since proofs are struck twice, if machine doubling occurs on the first strike, the second can then flatten that machine doubled portion so that it is flush with the field.

    I think the proofs are struck twice and with more pressure. That would account for it.
