1999 mule die clash?

The full obverse does not appear to be the same coin. Sorry, I don't see it either.

 

Getting more and more confused. Cleaned my glasses, re-read OP and still not sure which is your coin that you asking about.

What are you checking on the obverse? Different obverse dies could have been paired with the clashed reverse, so I'm guessing obverse die characteristics might be less reliable.

 

I think a better close-up of the coin in question could help with some better lighting to show if we are seeing anomalies in the oxidation or actual clash marks in relief.
