    Yes i would say.. it may have been an encased coin at one time.

    Not pmd the dies are misaligned a bit. I’d say tilted collar but it doesn’t heave that affect on the front or back but on the edge it does but no zinc showing.
    Some kinda of striking error.

    what side is that close up picture part on?

    I have attached two more images...
    The first image shows the obverse toward Lincoln's head
    The second image shows the rim along the bottom of the cent.

    Looks like the collar was tilted to me but then, it’s a copper coated zinc coin.

    Wouldn't the shearing action of tilted collar cause an exposure of the zinc at least to some area in the groove? Jim

    I wouldn't call it a shear. It's more of pressure being applied to the edge. That wouldn't shear the plating.
