Interesting coin Rick. After seeing @SPP Ottawa post in Post your world coin errors. Some of these Canadian coins we see and think they are broad struck are actually Off center strikes with a partial stiff collar.
Have you weighed this coin? It's hard to decipher what is going on at the top of the coin from those photo angles.
I would not classify it as a Broad-strike but as a Off-center strike. If the design is cut off at the edge on one or both faces, it is an off-center strike. https://www.error-ref.com/broadstrike-uncentered/
It's a broad strike all of the outer device features are there . Off center is when the outer devices are missing .
I consider the denticles part of the outer devices. You do not have to do the same. If the planchet is not well-centered, but the design remains complete on both faces, the error is called an “uncentered broadstrike”. https://www.error-ref.com/broadstrike-centered/
I'm really thinking it could be a stiff collar strike . http://www.error-ref.com/stiff-collar-strike/
