Is this a pirate cob?

I am really not sure what to call this. A pirate coin or a cob?
I think that cob refers to a silver piece of 8. This one is way out of my collecting interests. It has cleaned up a bit to the point that I can read some of the details. I see a Vlll with an 8 on one side. And a date of 164_, Then it looks like it was counterstruck with a date of 168_ on the other.
Does anyone have any ideas or able to lead me to a reference?
    Weight is 5.2 grams
    Diameter 23mm

When I bought this in a little lot at the flea market, I could barely make out the large 8.

Thanks Mat. So those are counter stamps then?
What is the value of one of these? Maybe $5?
Thats what I paid for three ancients, at least the other 2 are ancients.

Yes and as for the value, probably, since it's corroded. If it was in better shape, about $30.

It went back into the olive oil, I have been having good results with a flash of Acetone after the long soaks in distilled water and a virgin oil.

If anyone has another method, please let me know.
