No. The mint marks were punched into the master hubs by this point. What you are seeing is die deterioration/split plate doubling. Common on Zincolns.

Yes D/D mintmarks are not only possible, they exist and are called Repunched Mint Marks (RPM's). Your coin is not one. The copper layer has been pulled away leaving the zinc showing under the "D" when the coin was struck.
