The bank exchanges at face value. If the teller's having a good day they might look for some 2021s for you if you ask.
Odds are that you will get a few if you buy one or two rolls at any bank. I have found quite a few in rolls.
A fun place to grab a few rolls is an RV Park. Yep, they keep rolls on hand to sell to customers for their overpriced washing machines and dryers. The reason I mention this is because those quarters come from the machines in question, which means many are from other states, so a variety of years and types. Just a thought.
