Are you asking, because of the grubby marks on the 8's and D mint mark?

 

In my non-profesional opinion, no.

 

My guess is that the coin was cleaned at some point, and those are either solution left over from the cleaning, or uncleaned parts that where hard to get to. I make my judgement based on the ugly grime stuffed in the middle of the 9's hole.
