1963 One Cent- Error or PMD??

Hello everyone!! Just a little confused on this one. I'm leaning towards PMD. What do all you think about this coin.

It looks like glue to me.

 

@GH#75 . That's what I think also.

 

At one time it was that soft rubber like glue. If you peel it off it will leave a bright spot on that coin.

 

Does it peel any? I mean like a texture or bubble?

 

Don't know. I'll ask my friend. It's fortunately not my coin.

For the life of me I can’t think of what’s it’s called. I really think it’s that rubber like glue that they use to hold coins to paper. You get them in the mail from nonprofit businesses that want you to donate to them.
