No, coin doctors usually do not bother with rim problems that severe. A coin repair guy would charge too much, and the results would not be worth it. That's a coin for a collector who wants a filler. If they advance in the hobby, they will want to replace it. If they don't, when the time comes to sell the collection, a dealer might pay $20 for it. That sounds like a rip-off, but it isn't. There are some coins you can't sell raw as a dealer because there are too many counterfeits. The 1909-S-VDB Cent is at the top of that list.
