    From 9:00 to 6:00 on the obverse and at 9:00 to 11:00 on the reverse, which is the backside of the obverse area.

    Struck on Defective Planchet issue.

    It's so Red.. Must of been kept in a safe place for a very long time.

    Appears to be similar to what I've seen on the "end of the roll" planchets. At the end of the long roll of metal, it often tapers off and can have a jagged edge. If the planchet was punched from that area and then managed to get into the press, it would look similar. Just my thoughts on it.
