I’m not sure. The more experience ones can answer that. Just looks intentional.

Definitely Damaged or "DEF DAM". Too many nights at the club partying.

The triangular shape on the edge and a more narrowing and less deeper cut towards the center indicates a tool called a diagonal side cutter, wire cutter, or similar device. Damaged coin. Jim

Coins are struck in a collar to maintain the diameter. Notice how the metal is displaced beyond the edge. That can't happen with a collar

    No!

Intentionally altered coin after it left the US Mint.
That can't occur during the minting process.

It's just damage, but not from a side cutter. The evenly spaced indents indicate a tool that was used to most likely to hold something. The marks are consistent and the same depth.
If it happened at the mint, I doubt the coin would have made it through the riddler. JMO

Unless it's just camera angles, the triangular marks are not evenly spaced. Close, but there do seem to have variable distance around the rim, so I still think it is a hand held cutter tool. Just me~IMO, Jim

Still just damage, and the only one that knows how is the person that did it.
