Parchment 100.00 FRN

I may be wrong, But does this look like it is Printed on Parchment Paper?

When I look at some of his other errors.. They look real.. and I don't want to be paranoid but this bill just looks "Off" to me..
Anyone want to chime in?

Not original paper surface anymore for sure, looks like it was soaked in something as already noted.
