What is the difference between "No Longer Available" and "Sold Out"?

In the King's English, "No longer available," means they distroyed the dies and can't make any more. Just a guess. LOL

Not sure - does the Royal Mint have maximum mintages of commemorative coins?

Yes, usually in the range of 1000-2000 minted. I've seen mintages of 25,000 and 10 coins.
