Penny with indent, doesn't look PMD

I know that anything that isn't raised is usually PMD. But how did this happen? Looks smooth. Been looking at picturesof lamination peels. Is this possiblywhat is wrong?

Looks like a struck through candidate. Fun find!

 

YES I agree with strike through. Trash got on the planchet prior to strike. Good eye spotting that.

I would agree with damage to the metal before it was plated, so defective planchet, but that's just my take on the photos.

 

It is a possibility. I considered that when looking at the E in STATES. The E is fully formed into the void. But the L in PLURIBUS is not fully formed, as if it were covered up. But perhaps that L didn't fill out because there wasn't enough material to move. Interesting void.
