What could this be on my 1983? I know they didn't mint new Orleans Pennys

    I agree with it being a plating blister where the underlying zinc has oxidized and "dissolved".

    It does look like an O or 0 but alas, it appears to just be what the others are saying: a plating issue. Lousy zincoln.
