    Just read up on the Cincinnati Commemorative. It gives new meaning — or perhaps old meaning — to the term “flipping.”

    It has a polished look to it. APMEX wouldn't let a raw Cincinnati that might grade PL go cheap. I'd return it.

    I don't view the OP coin as an upgrade candidate because of minor marks. I have had this one in my collection for over 20 years. It too is an NGC MS-64 in an old holder.
