Do you have a photo of the dime reverse? We could call it a grease filled die but with the weak rim it almost looks like a weak strike. The cent is just corroded by harsh environment.
I wouldn't accept that cent at par. It's on its way to nonexistence, leaving a toxic and corrosive trail as it goes, victim of the Original Sin of the zinc lobbyists.
