No, keep swinging. They're minted very rapidly and tend to strike out a little funny like that. The planchet shook a little or took a little jolt. They're not always secured in the collar, sitting still, when they're struck. This is how they look for it. It's due to the shaking or movement at the time of the strike. It's called "strike doubling."
I believe what you are seeing is from a worn die and possibly mechanical doubling. Good eye and keep on looking. Good luck.
