    The 1995 MAY have started off life as being struck on a non-plated planchet, but with the current wear and corrosion there is no way to tell if it started as a non-plated or if someone stripped the plating off a plated cent and then it corroded. For that reason it has no premium value. General rule, non-plated zinc cents only have value if they still show mint luster. Once it is gone there is no way to be sure they aren't altered (stripped plating) coins.
