From your images looks like an alloy mixing issue. As far as the lowest Jeffersons they would be the 1994 and 1997 Matte finished coins. Not a regular strike or a proof a special matted strike . I do believe that both specimens are way under appreciated as well priced.1994 167,703 and the 1997 is 25,000! Other than that the 50 D has always been the key to the set because it was originally hoarded in bags and rolls. What most collectors who dont have interest in nickels in general....need to realize this the top 250 US coin prices realized at auction out of the top 20 coins 4 have been a nickel! The striations are from an improperly mixed alloy and considered a "woodie." Cents and nickels, especially older dates, have them.
