Definitely damaged and welcome to CT. Copper is soft and easily moved to form othe letters, numbers or in this case, the shape.
First, welcome to the neighborhood! Yes, it is definitely post-mint damage (PMD). You can tell because not all of the edges are straight. Some are rounded.
Welcome to CT @681. What you have there is called PMD, post mint damage, meaning it happened after it left the mint, so not an error and NAV, no added value. Someone played "Whack-a-mole" with it, using a metal hammer. When examining coins, knowing the minting process helps so you can eliminate coins like yours from being an error. The Mint has videos of the minting process that many find helpful. Good luck.
