Its an off center coin its very common and is on every u.s coin made.In this case its maybe $1 or $2.
ok, to me, it looks like that" half moon" pice was add to the coin later take look from 9 to12 left side its have marks like on the edge
It's a minor misaligned die with collar clash. There is also slight finning of the rim on both faces.
