The date appears to be 1937 so that would make it 90% silver nice find.Not an error just damaged still silver is silver around $4.00 worth.

Not in this state. This coin is mangled. The curved hit on the eagle's wing is just that, a hit -- damage. The lumps you see aren't cuds. They're likely places where the metal has bubbled or blistered due to extreme heat. As for doubling on the motto, if there ever was any, it's been obliterated here by the coin's mistreatment.
That quarter was double minted. Once at the mint and again in a parking lot. Trying to determine an error on a coin that damaged is, in my opinion, a waste of time, but it's your time. Good luck.
