These cheap fakes probably cost so little, the maker of them is probably making money by volume. Hardly anyone of the 330,000,000 people in the US would give them a second glance, let alone anyone using US coinage in a foreign country.
Just as a WAG, perhaps some counterfeiter was testing machinery and/or techniques for making counterfeits using a common coin as a test subject.

Yeah, that was it. Thanks. I see Jimmy Walker (Mr. Dynomite) doing Medicare Advantage commercials this fall. Did you know I have the entire theme song from "Mr. Ed" memorized? And I will sing it to my family and friends with little to no prompting and to their great embarrassment. It doesn't help that I can't carry a tune in a wheelbarrow.
The entire song? I know the first verse up to, the famous Mr. Ed!. That's where it ends though. Pretty impressive.
