If I understand correctly, that was Bendall's theory - "it is hard not to equate the western production of these coins with the attempt by George Maniakes to recover the lost Byzantine territories". There are several discussion about this type on Italian coin forum lamonta.it .

There was a particular fatamid imitation that came up for auction a while ago that would be my white whale, but it would have cost 1/4 my annual salary to grab it. Oh well - they are beautiful coins
