I don't have the greatest of viewing or capturing set ups. But to me this looks like it could be an 8 stamp over the P mint mark.
That is caused by Die Deterioration. It's not what you think it is. Not a mint error nor variety of any kind Mr Ed Specializing in collecting Mint Errors since 1985
It was struck with a worn die. So it has Die Deterioration issues. Not really normal of you know what I mean.
I get that. But sometimes the person just asks a simple question. Is it an error or not? They are not all the time also asking if it's worth anything. They maybe just want to learn.
