I've given it alot of thought' about sending this Anacs-Certified 1955 MS65-FS Jefferson in for a crossover. I'm not really sure, who would be the most lenient (Pcgs or Ngc) in doing this at the present grade,do to the fact that it's in a Anacs Slab. I'm taking a wild guess here, that Ngc would be the one, because of Pcgs being more strict in their grading. I've been using my loupe studing this, an' it sure looks like a good chance of a crossover, if not an upgrade. Here's a few photo(s) to show you what I mean. Iam considering a similar situation PMG to PCGS, Since your coin is in a ANACS holder you will probably lose a grade or designation, But remember You will receive more money on resale in a PCGS holder over NGC!
Jim, Your problem is two-fold. NGC is more lenient with respect to numerical grade but they are far more strict with regards to the full step designation. The 1955 derives it's value from the full steps. Without full steps it is only worth $25 in MS66. With full steps it is worth over $100 even in MS64. My advice is to only send this coin to NGC if the steps are good enough to yield a full step designation 100% of the time. If there is any doubt at all, send the coin to PCGS. While the grade might slip to MS64, you would still be left with a PCGS coin with a population of 31/32 with an established auction record of over $100. NGC has only certified three 1955 Jefferson Nickels with a full step designation. Chances are good that if you send it to NGC you will end up with an MS65/66 worth $10-$25.
As I recall the old ANACS, and this coin is in an old ANACS holder, used to be tougher on Jeffs than either NGC or PCGS. That said, I can't recall how they were on assigning the FS designation. If you could get better pics of the reverse we might be able to tell you if it warrants sending in. Personally, I'd leave it as it is.

Here I am, knowing (after spending a long time, with a loupe) that it may not be recognized, as a full-step! In my IMO,,, I'm certain, that if it doesn't make it, it would be just short of a full-step,,,so there ya go' ,,,darned if ya do,,,darned if ya don't!
