In this case the thief was white, but what if they were an ethnic minority? Then the shop owner would be automatically guilty for refusing business or flagging the transaction. It is the government’s responsibility to define the actions a dealer or pawn shop owner is responsible for following. Recording the ID, hold periods, etc.

My answer to you is, I don't have enough practical experience to put fourth a description based on my personal experience. However, that would make a great coin show conference meeting. And such things can be built into the ANA and PNG registrations. There are vast details about things like this in healthcare and training is required to include video training, legal background, etc etc. It is called corperate compliance, and everyone in the healthcare system does it.
