Monday morning quarterbacking seldom works. Second guessing without all of the facts is a waste of time.
I hope the man gets his silver back and the crook(s) go to jail.

Criminal activities decline when criminals assesment of the risk of getting caught rises. In fact, it is the only mean of reducing the threat of coin theft, or any theft. Reducing this risk is well within our means.

Do you have some diagnostics for identifying stolen coins that you can share? Obviously I’m being a bit facetious, but we need to think about expectations. How do we define “shady people”? In this case the thief was white, but what if they were an ethnic minority? Then the shop owner would be automatically guilty for refusing business or flagging the transaction. It is the government’s responsibility to define the actions a dealer or pawn shop owner is responsible for following. Recording the ID, hold periods, etc.

That is one of the most intelligent questions and replies I have read on this forum. My answer to you is, I don't have enough practical experience to put fourth a description based on my personal experience. However, that would make a great coin show conference meeting. And such things can be built into the ANA and PNG registrations. There are vast details about things like this in healthcare and training is required to include video training, legal background, etc etc. It is called corperate compliance, and everyone in the healthcare system does it.
