If it wasn't intended, why was it titled as such?

Per eBay policy, the following are prohibited:

Government-issued medals and certificates for medals, including the Air Force Cross, Congressional Medal of Honor, Distinguished Service Cross, Navy Cross, Purple Heart, or Silver Star. This also applies to a medal's associated buttons, ribbons, or rosettes.

We had a case here in Sacramento where a person just said he had a Silver Star.

A short excerpt from the article, in the Sacramento Bee:

    Published on May 9, 2009, Page B1, Article 25 of 1344 found, 497 words.

** A Cal Expo police officer was arrested by the FBI Friday on charges of falsely claiming he earned a Silver Star for gallantry in combat 18 years ago during Operation Desert Storm and then lying to FBI agents when confronted eight weeks ago.

Eric Gene Piotrowski, who is charged under the so-called Stolen Valor Act, made an initial appearance Friday before U.S. Magistrate Judge Dale A. Drozd, who ordered him released on a $10,000 unsecured bond.
