I don't think it's a chip cuz those are usually on the edge of a device. Don't think it's a gouge, no signs of polishing at this stage of the penny yet. Reminds me of a quarter I once found called a "spitting eagle". I found a roll with several samples. So what is this?

That is a die chip near the '6'. Interior Die Break. I see some die cleaning line on the field above the '9'. IDB's are quite common on the 1960 cents.
would be a good coin to give to a youngster to perk their interest in watching for errors and coin collecting. other than that a good conversation piece.
