I have been looking at a few coins on line. In particular some raw Buffalo 2001 commemorative and also the 1995-W 10Th anniversary gold and silver set. What are the chances these and other similar items have not been cherry picked. Can one assume these coins will probably be a 68 or less.
I am not sure of your question. Generally cherypicking is looking for unlisted varieties. so......... ??
Look at it this way. If the owner thought it would make -69 or -70, the coin probably would have been submitted to a TPG. If the coin is raw there's a good chance that owner can see problems, even if only minor. Your only hope would be if the seller is a noobie and is just profit-taking. BOTTOM LINE: You pay your money & you take your chances.
I mean as far as coins being submitted for grade like to PCGS or NGC, ect. Coins which were submitted to a TPG which graded less than the seller/dealer expected. Perhaps cracked out or have some noticalbe flaws which would take someone with a good eye to pick up on.
I think it really depends on the seller/source. Someone who knows the value of an MS70/PF70 for these two coins has likely examined it and found something that would not make it get the "perfect" grade. Someone who does not know about grading or does not have the time or even care about it may simply sell the item to get the cash, and so I guess it is always possible to find that MS70/PF70. For example, a non coin collector receives the coin as a graduation gift and sticks it in his/her dresser. Years later he/she is hard up for cash and sells it on the bay. You snatch it up and send it to PCGS and it comes back MS70/PF70. I guess it never hurts to look. TC
