A messed up 1970 quarter question

    Hello everyone,

    Going through some old quarters and found some 1970's. I found this quarter which is a mess but at the same time I'm just curious about all of the marks on the back of the quarter especially underneath the letter R. Can someone tell me what might have caused what looks to me like ruffling underneath the letter R.

    Also does it look like the year 1970 has a 7 over 7?

    1970 looks normal hard to tell by the light reflection if something is going on.Substance on the coin appears to be ink,nail polish.

    The back of the quarter is the reverse which has an eagle on it. Washington is on the obverse.

    Looks like a "Flying Eyeball" quarter Meow has.
    Meow was going to post a pictures of it, but cannot seem to find the file for it. It is a 1969 quarter out of a Mint set that has curling and dot pattern toning that looks like flying eyeballs. Meow obtained it over three years ago.

    It would surely catch your eye but it's nothing that happened at the mint, like collecting nut said.

    I believe that's mint set hazing.

    Thank you now I know which is the front of the coin, in coin language it's obverse and back where the eagle is it's called reverse Got it!! :happy:;)
