Might be a filled mintmark. There were no 'P' mintmarks in use at that time....

Not possible, no "P" mintmarks in use at that time.

with a powerfull looking glass it appears there is a outline of a d and it looks like a half of a d on top of it and it is indeed filled so i think it is a filled 2 strike d that appears like a p thank you guys

There is no such thing as a filled 2 strike "D" as I hope you will learn.

There a filled "D" which is just a clogged "D" which is nothing.
"D"'s are punched into the the finished working die before 1990 by hand and it could be an RPM, re-punched mint mark but it is not.
The only striking that happens is when the dies strike the coin, at that point the "D" can be manipulated by loose dies resulting in mechnanical or machine type doubling but also this is not.
Please don't attempt to make up phrases for die varieties but get yourself some books like The Cherry Pickers Guild or The Error Coin Encyclopedia and learn how coins are made - this will help you more than you ever could imagine!
