    It happens, both deliberately and by accident - slipped through without being struck.

    The mint has given them out at tours, stuck them in otherwise empty holes in mint sets, and a couple of years back included them in the kid's discovery set.

    Yep. Looks like an official cent planchet. Weight tells you if it is copper or a plated zinc planchet.
