    Looks like a acidic chemical that ate away the copper and damaged the rest of the coin.

    I have a dime that has a damaged edge like this. Definitely post mint damage. I saw some reference that said coins that spend an extended amount of time in a highly chlorinated pools experience this type of damage. I am not sure if that is true. What is true is that the coin was exposed to some sort of substance the caused the edge to corrode like the answers above indicate.
