    The coin looks tampered and cleaned in the area of the MM. A segment is pushed away from the top of the "D".

    This is the issue
    Look up copper plated zinc cents (aka zincolns) and zinc rot / corrosion .. you'll find the answer.

    There are plating blisters under the very thin copper coating on the cent. Which, by the way, is a 1988 not a 1989.
    The dime looks damaged. The hit on his cheek has bulged the reverse, which looks like it was ground down also.
