This is not an area where you should see damage from a die clash. It is an area that is the high point of the die, it does look like the die received some damage in that area, but I could only speculate what from. Some of it looks like die abrasion from the feeder fingers but there seem to be more than that doing on, in what should be a smooth field on the coin, apart from the area between his legs.

If you mean the left claw (to us) it could be a die chip.

Under the wings. As alurid stated most likely feeder fingers

    Could be feeder finger scrapes

Hard to tell for sure from the photos.

Feeder finger scrapes or some really heavy tooling marks.

Damaged die? Odd. Looks like someone damaged the die while polishing it.

That seems to be the most logical explanation. That eagle has no tail feathers.

Would such feeder finger scrapes happen before or after the coin was struck? Forensic logic would indicate that if the scrapes happen before the coin was struck, the tail feathers would be visible over the scrapes. If the scrapes happen after the coin was struck, the scrapes would be visible over the tail feathers and possibly over other features of the image, such as the lower leg, etc. There is no evidence of scrapes over the leg.

For these reasons, I think it has to do with the die being damaged in some way. But if it were to be damaged, there would be other quarter examples with the exact same issue.
