I found this coin in a roll just wondering would this be a RPM.

In my opinion you have a no added value type of doubling. The pressure of the strike causes the very thin copper plating to move and wrinkle. It is also present on the upper 9 and the B and R on liberty

 

No.. It's a plating bubble. Not a RPM at all.

This can happen to it
