There are three printings that together make up a bill. The first printing is the back. In this case the back has printed correctly. The second printing is the front. In this case the front has printed correctly. The third printing is the bank seal and serial numbers. For this printing the sheet was accidentally inserted backwards. This resulted in the bank seal and serial numbers appearing upside down on an otherwise normal bill. The "cutting error" I explained earlier.
Maybe QC/Printers pulled a sheet to check it and accidently put it back on the stack backwards? Nice find and nice gift from Grandma!
Because the reverse was printed correctly and there is only one printing run. The front of the bills require two printing runs and the third run was printed upside down because the sheet was fed in upside down.

Nice note and I'd certainly send it in, more for preservation than a grade. Because the entire sheet was placed in the stack incorrectly, it would allow the misalignment to occur and then as the notes were cut, it would cause the front to be off as it is.
