I'm afraid that coin is damaged beyond all hope. You may as well spend it and go buy yourself another.

And if it looks like that, then I suspect that any others in the same set that came from are also damaged.

It looks like the cellophane melted and stuck to the coin.
Even if it comes off, I'll bet the toning under it will be a different color than the rest of the coin. I don't thing it can be helped.

    Instructions
Step 1:Handle coins by the edges to avoid putting fingerprints on the flat surfaces.
Step 2:Avoid silver and other metal polishes - even jewelry polishes. They are much too harsh and will leave tiny scratches on the coin's surfaces.
Step 3:Soak the coins in olive oil or soapy water for a few days and then rinse them well with clean water.
Step 4:Try non-abrasive cleaners such as denatured or isopropyl alcohol, acetone, or an ultrasonic jewelry cleaner (with water) if the soaking doesn't do the trick.
Step 5:Blow dry or pat cleaned coins with a soft cloth, not tissues or paper towels.
Step 6:Never rub the coin - unless it's your good luck charm.

I would strongly advise people NOT to follow these instructions.

#3 - will cause your problems and harm the coins.

#4 - ultrasonic cleaners will harm the coins

#5 - blow dryers can cause unwanted toning and spotting

#6 - while patting coins dry is often recommended, and recommended by many, it can sometimes cause hairlines on the coin. It is better to stand the coins on edge, on a towel, and lean up the backsplash on your counter and let them air dry.
