No. Your Quarter has Environmental Exposure Toning Damage. The Cupro-Nickel clad has been affected by dirt, soil, sand and the elements. As Sal stated above most likely an old metal detecting find I metal detect and have found hundreds of examples over the years like your quarter. Nickels are also Cupro-Nickel and suffer the same fate. Your coin is not a mint error
Sorry, but your Ike dollar was harshly cleaned at one time and has toned to an unnatural color. Likely due to the cleaning.
