I figured this bill had been through a washing machine when I got it. It is quite wrinkled like it got wet and dried without being pressed.
Now I want to know why yours is different than mine.

The black marks on Washington’s face are from a tellers bank stamp. The bill was altered to try and remove the seal and the serial numbers. They are faint but still present. It’s damaged and that’s why it has been heavily circulated.

Since the black printing of the word ONE under the treasury seal is still in perfect shape, I vote that this bill was an insufficient inking issue. I don't know if there is a chemical that could remove the green ink without removing the black ink.

Very rough condition, the lack of the green ink is puzzling though but if there was
anything that could remove green ink it would take out the word one as well
    so going error here.

I read a few articles that a member posted on another post. In those articles, it stated the serial numbers and both seals are printed at the same time, the 3rd printing process, I believe. (Could be wrong) I know the bill isn't in good condition, but still is quite interesting. I have learned alot from this bill. Would it be possible to wash out the serial numbers an the Treasury Seal without damaging the ONE an the other Seal ? Thanks everyone for there input.

I believe this is a faux error. The green ink is a different formula than the black ink and solvents that breakdown the green ink don’t necessarily affect the black ink.

If someone was altering this bill to make a profit, they would not put it into circulation. I suppose it could have accidentally made its way out of a collection, or perhaps stolen.
Just goes to show that people who work in a bank don’t really look at the money they handle. In theory, this should have been taken out of circulation.

I believe it may have been an amateurs attempt and when it failed, they just spent it.
As Steve mentioned, green ink can be removed without affecting the black ink and unscrupulous people have tried to pass off bills without the seal and serial numbers all of the time.
