Painted Kennedy Half, Huh??

Found this roll searching. What the heck is this from? Does anyone know anything about this? It is not a sticker, it looks painted on. The reverse is normal.

Or is this a mint error worth 2.4 million dollars?

I collected this in the Summer of 2008 as payment for a toll. Someone with talent, access to a machine shop and lots of spare time made this.

It's been "screened".
